Would jogging only twice a week like lifting weights still build a cardio vesicular system?

low stimulus cardio wont do a lot for your cardiovascular system in the long term. you might see a slight improvement in vo2max but progress wont be sustained for long and also the lower frequency combined with low intensity makes this more of a maintenance program rather than a progressive program.

CT or HIT are both viable, the difference is that HIT requires less time, but you actually get to hit vo2max for some period of time.
