It is most likely a direct/indirect uncomplicated hernia, go get it checked out
(But here's whats going to happen, you'll see a family doctor that will *INSTANTLY* realize this is a surgery problem and will shut down his brain; you will see a surgeon in about 3-4 months, that will tell you that he can repair it, but that there are risks and whatnot and that if it does not bother you that much, you don't have to get a surgery because that thing more then likely will never cause you any problems and that the post-surgery can be a bitch (no heavy lifting and etc for weeks)).
Now,
if you already had a surgery in that area, go get it checked out, they will strongly suggest you get it repaired
if the bulge is really painfull, cannot be reduced or his red = emergency room STAT to investigate an incarceration

If you do indeed have an inguinal hernia, surgery can often cause more harm than good unless there is a possibility of incarceration
A pretty large proportion of men get these (like 25% or more I believe)
