if time is measured by change, then wouldn't it be change that always wins? If things stopped changing, time would stop.

Time doesnt win anything because time isnt conscious to understand the concept of winning.
Second there is no win or lose, its only a concept of human perception.
Third there is no time, there is only now and change.
