Do you think a otter would hurt a penguin or other way around or at all?

I think a penguin would avoid the otter. An otter may win in a 1v1 fight on land. However i think its an unlikely scenario because when penguins are on land they are in groups and would out number the otter(s). Penguins swim faster than otters and could easily escape them in the water.

In captivity i think the otter may hurt the penguin.
