jax has never been ap based. He has ap scaling but that was just to make his kit diverse and not easily counterable, which his almost fully auto atk build would be if he was only ad dmg. People would build armor and he'd be useless.

Jax is so op it doesnt matter what skill you max first he will dive 1vs5 under turret and get a quadra kill anyway.
