That's a fair point, but then you have to consider what is more likely; a bullet passing through an intruder and injuring someone else, or someone accidentally firing a gun that has hollow point rounds loaded into it?
I think based on statistics the accidental injury rate is higher than the number of people who are shot during home raids.
Having said that, I think your point is reasonable enough to allow the sale of the bullets.
