This is the most ridiculous question of all time. Unless you're trying to weigh less and only have 24 hours in which to do it, fasting will always lose. Hell, even in that limited case, you could still end up gaining weight while fasting.

your body reacts badly if you fast. it'll store as much of what calories you have as fat as it sees a period of time where food is scarce, or it prepares for such a predicament.

Learn how to eat balanced meals 3-4 times a day (obv less in a meal if you choose more meals)

exercise, drinking water instead of other beverages is good too.

physically impossible except for water weight (which doesn't matter in the long term for weight gain/loss)

The key point here is that weight loss shouldn't be your goal. Being healthy should be your goal.

Fasting is almost always unhealthy. Living purely on water for days on end is indeed going to make you lose weight, but it will also drain your energy and possibly make you get sick. Weight loss should not come at this cost.

Exercising, on the other hand, is always healthy if you don't overdo it. Even if you don't need to lose weight, you should still exercise for all the other benefits there are to it.

Same with dieting: I'm not saying you should eat like a bird, but generally it's best to eat healthy food and snack little. Watching calories is often a good idea, and putting an emphasis on eating more vegetables and less meat also works for most people. Additionally, only eat when you're hungry; not when you "feel like it".

Apply all those rules, and you'll see that you'll be healthier and happier. Still think you're too heavy? Apply rules more strictly. It's not working? Seek professional advice from a doctor and/or dietist.
