Divide the employees into smaller groups and have a leader in each group who is in charge of making sure his group is excelling at one particular part of the project

I'm not doing your homework for you.

'Apply basic management concepts'

What would you do if you were the manager of a construction project? What would you tell your people to do? How would you organize a team and delegate work to a crew if you were building a parking garage or paving a road?

It's a deceptively simple question.

underpay everyone, but give the managers commission for over-working the rest.
