It's not a fraction, though. You solve by:
Evaluating the parentheses: (1+2) = 3
Then by doing multiplication and/or division in a linear matter: 6/2*3 = 9.
You don't turn the entire equation into 6/(2*(1+2)), because that's a different equation. The ÷ doesn't denote it being a fraction, it simply means divide. A fraction, written out, is in this format:
(x+y)
-------
(a+b)
The 6÷2 itself is entirely separate from the (1+2).

PEMDAS is not Division before Multiplication. I was taught Division then Multiplication.
PEMDAS is:
Solve the parentheses first
Solve for parts with exponents
Then do division or multiplication(Whichever comes first in the equation)
Then do addiction or subtraction(Whichever comes first in the equation)
PEMDAS is outwardly retarded because it does seem like it's saying to first do the division,
then multiplication.
