depends on what you mean by percieve, every observation we can make is an analysis of a past event so in that context no you cannot percieve an event as it happens , you can only understand what has just happened or did happen/estimate what will happen

Right so I said later on that "that analysis of a past even even though happened a while ago" is what I mean by perception.
