Because JSP is literally tied by name to a 16 year old video game and there's only so long that all of the people who overinvested their lives in their FG total are going to be able to have enough gumption to keep the place looking alive. Combine that with some pretty uneven moderating that's driven away some of the better users and you've got what you see.

I mean, it's also a self-perpetuating problem. Someone shows up who's in the mood to +1 and bullshit, and there's no one else here, so they make a couple of posts and give up. Five minutes later, someone else does the exact same thing.
