It's more likely to be a gasline explosion (smaller scaled, especially if it was at a pipe leading to a building, rather than a major line in the road). If it was infact a bomb, that is a pretty big bomb (especially if it was a pipebomb) to where no one wouldnt notice something out of the ordinary.
You are right that a gasline explosion may be the cause, however (ignoring the reports of additional devices being found, for the sake of my point let's pretend there were none), bombs the size of a couple fists aren't too hard to keep unnoticed and produce explosions that size.
From my time in the National Guard, we've had the chance to throw a couple sappers here and there. They're no bigger than a fist and can blow a car pretty easily. My point is that many high powered explosives are a lot smaller than people think they are.
