Different states have different laws. In North Carolina, no beer can be over 5%. Yes the major brewers produce special batches for states with unique laws.

Did you know that in Oklahoma, that max % they can legally make any domestic beer is 3%? You can only get higher % beer if it's imported & they can only sell the imports at a liquor store.
