The united states government LOVES ISIS. Sure, they are fighting against them, but they love having an enemy so the defense money will keep flowing. A few months prior to the rise of ISIS the CIA was actually caught making up a grassroots terrorist organization so they could spread fear. The real reason we aren't seriously fighting ISIS on either a military or ideological level is because the defense contractors who hold the purse strings to candidates election money want the defense contracts to keep coming.
I was talking about better weapons for committing acts of terror on other countries. They dont need them to fight guerrilla warfare. Also to be fair the part of the middle east that had a vibrant science community was a small part of the middle east. The rest of it was still shit during that time.
