I don't think that's a basis for an argument that killing dogs for food is on a different moral level than killing cows, pigs, chickens, etc. You can domesticate all those and have them as a pet just as well, and they can behave friendly with humans.
And besides that, is a lack of mutual friendship a reason to kill other species? It would be strange to apply that among humans. That I don't have some sort of friendship or social bond with a chicken is about as relevant as my not having one with random strangers I walk by during the day.
