He did sound a bit newbish. I highly doubt he even tried the socket Quest in a5.

1 Tal Rune + 1 Amn Rune + 1 Perfect Ruby + Normal Shield
It's random how many sockets you get. Could be max (for the shield) or could get 1 socket.

If you use the Act 5 socket quest you'll get max slots (provided the shield has a high enough item level)
