I live in a small town north of Toronto, Ontario.
I'd say Ontario is your best for opportunities. East is VERY cheap to live (and beautiful, NFLD, NS etc) but the job opportunities over there aren't nearly as big as it would be in Ontario, it's almost a completely different lifestyle.
West is beautiful too, but it's not cheap to live out there. It's quite costly, you're going to want to have a secure job making good money. (BC especially)
I would say Ontario would be the best bet for somebody immigrating to Canada, I think there is the most to offer here to someone who is from a different country. This is all my opinion.

I suggest you do some more research about it though and don't go by exactly what we on d2jsp say
