Yes you can. GPS spoofer.

You can connect to a local server and change assets to whatever and make it look like you've caught whatever you want.
Not saying this is what OP did. I believe he finished. I've see some people irl who have finished.

So that's probably how this whole Articuno caught in Ohio went down. Didn't know that, interesting.

Yeah, it's exactly how it happend. Someone even showed them evolving a ratatta into an articuno just to debunk it.
