Except he encountered Maril and Donphan during his travels in the first season, so there's at least 153 pokemon.

Generation II

Episode 117, aired on October 14, 1999, marks the start of the The Johto Journeys(season 3), and also the start of generation II. The Pokemon listed below are from generation II, but appeared in the anime before the journey to Johto started.

Ho-Oh: Episode 001: Pokémon - I Choose You! (April 1, 1997)Togepi: Episode 050: Who Gets to Keep Togepi? (June 25, 1998)Marill, Snubbull: Pikachu Shorts 01:Pikachu's Vacation (July 18, 1998)Donphan: Movies 01: Mewtwo Strikes Back (July 18, 1998)Ledyba, Elekid1, Bellossom,Hoothoot: Pikachu Shorts 04:Pikachu's Rescue Adventure (July 17, 1999)
1 Elekid also appeared earlier in Tracey's sketch inEpisode 103 - Misty Meets Her Match (July 1, 1999)Lugia, Slowking: Movies 2: The Power of One (July 17, 1999)
Not all of those are season one but they are the earlier ones
I still wouldn't count any apart from maybe togepi
Mew two called the best pokemon trainers in the world and they used standard pokemon
They clearly just make mistakes with how they've structured introducing new pokemon all of them should be there from the beginning if they are to be common at the end
Red/blue/yellow is the ones
I still say 151>
Edit
Even there you can see most are shorts and movies

Lol.

Any of the dog or cat style pokemon are best.
Cyndaquil is just a bad ass, though.

Why?...

because maximum utility tank, the most unique pokemon in game that's used for high level strategies

also cuz cute

max sp into defense or m defense, get one with natural trait that boosts defense

movelist:

baton pass
mean look
toxic
confuse ray or any self stat booster

how to use:

use mean look, the opposing pokemon cannot be switched out. use toxic (unless its a snorlax that can just rest and undo the poison or if the opposing pokemon is immune to poison), use self stat booster.

after that, use baton pass. what this does: all of your self stat booster will be applied to your switched out pokemon. also guess what? you can change into any pokemon that has a good matchup becuz the opposing pokemon cannot be switched out due to mean look. kill pokemon, and then after that switch out to umbreon and rinse and repeat. hard for any pokemon to one shot umbreon due to high defense and magic resist, even if it's super effective
