Actually, the 'thin blue line' is the wall behind which police officers hide each other's crimes and refuse to call each other out, in the common parlance. I can see why it was a bit confusing, but the post you were quoting was saying "Cops, don't call each other out, because other cops will absolutely threaten you and your family if you dare to call out one of their own."
