The lights are coordinated so that the time it gives between yellow and red is proportional to the speed limit. If you're traveling the speed limit or less and have at least a non-broken reaction time, if you can't safely and moderately decelerate before reaching the limit line, then you'll have enough time to drive through while it's yellow.
