Nah its quite a bit more severe. At least that's how most cities/counties treat it. There's also the liability of having someone injure themselves and turn around to sue the local authority. (Legitimate case or not, it does happen sadly, and at the very least it ties up the city's time in court/council; something most want to avoid.)

7th day and I only run into a couple people. Saw a cop parked once and he obviously didnt care (cuz white)

Saw a group of 5~ that looked sketchy. A lot of hoodys. Saw 2 flashlights turn off and they clustered up when they noticed me.
