No they can't. They would just get protein from non-animal products. Eating a steak would indeed not be a "vegan act" with the exception of if they needed it to survive, which is quite clearly almost never the case.

Most vegans wouldn't go for a direct 1:1 swap like this - i.e. they'd rather die than have a pig heart installed - but would be fine taking a medicine that was initially tested on animals but the production of which no longer harms animals.

There are some vegans who wouldn't even do that, but I suspect that a rather large number of them would change their tune if the question became less abstract and more concrete.

so how is killing an animal to make a vaccine a "vegan act", but eating a steak (while severely protein deficient) isn't?

Killing an animal is a "vegan act" when it's necessary to save your life.

Since killing a cow for steak doesn't save your life, or even help your health in any way, it's not a "vegan act".

i can't tell if youre screwing with me, or just having a hard time with this. you're saying thats its physically impossible to be in a severely protein deficient state with a steak nearby?

No, but there's no need to have steak to remedy a protein deficiency.

Again, I already provided the exception that if you needed the steak to survive, e.g. if it was the only food available to you, it would be permissible to eat it.
