You're missing the fact that he's a convicted voyeur pervert. Caught in the past using a camera hidden inside of his shoe to look up women's skirts and also placed under the door of changing rooms. His setup (which he previously tried on this woman) is to ask the women their opinion of some clothes for his wife, in order to get close enough to them to get upskirt shots.
