there's a program called Toonboom animate

it's the program used to make Spongebob, CatDog, Hey Arnold, shit like that-

never got into it because I want to work for game cinematics or movie cgi- not cartoon network etc

Ah yeah. All I'm looking for is cartoon software. I'm just an artist. Trying to make my own shit.

there are your options, I recommend Flash to understand timelines, as a stepping stone-
then jump to toonboom animate and watch tutorials

I need to prolly do a drawn story board with actual paper first to get like a stepping stone..

yeah, always gotta start with a sitemap|storyboard. you'd be surprised how much better your work turns out when you actually follow your outline
Rather than accidentally making something and just going with it.

when i said "understand timelines" i meant the actually timeframe of the animation. 30frames a second, ya know?

I don't know :(

I know what u mean. I want a comic book dreary feel to it. But still colorful.

We got the storyline pretty well done. It will be random. But just building on their lives. Loosely based on our lives

you want to create a moving picture, yea?
adobe flash for the backbone of moving pictures ontop of layers in complete 2d
toonboom for 2.5d (yeah, not 3d or 2d) scenes... you actually make the buildings in the back and the characters in front etc

i say pickup adobe flash, follow some tutorials-
when u feel comfortable with it, try toonboom

What about actually getting my toons on the screen?

take the outline sketch of your character
scan it
import it into Adobe Illustrator
Livetrace

use the pen tool to create the outlines digitally
import the sketch into toonboom

ya... you need to go to school for it actually methinks
