close everything including internet explorer etc.

and you have to restart your computer afterwords.

everything must be closed.

its a huge chache' folder, it pretty much hold a bunch of shit from everything collected, you're supposed to dump that folder once a week/month depending

on how much you use your computer, it'll make it much faster too when that file is cleared.

yah i ended alll tasks on task mannager and its still open in another program

Restart your computer, don't open anything and delete it immediately. Clear Recycle Bin, restart computer again.
