Perception exists only as it is. Everythign you perceive is in the now. Therefore to perceive something as it is in present tense makes complete sense.
You can perceive things from the past as well because perception is subjective. You perceive your memories the way they are, whether right or wrong, but it still remains a valid perception.
We can even perceive the future with dreams, goals, aspirations etc... but not in any form that actually uses our senses.
It seems the question you may be asking, though, is relevant to memory only. If we forget something entirely there is no proof in one's mind of it ever haven occurred in the first place. Entirely philosophical and entirely without conclusion. Do we exist only as we are and all of our memories mean nothing? It is possible that our memories and the world around us are all implanted or false. That your perception is distorted and nothing is as your remember it. Questions without answers that simply can never be answered
