It's a page in a book in the book (bookception). It's about werewolves.

The joke isn't what's on said page, it's that he's quoting the song "Fuck you" except that he's not saying the "Fuck you" part, but is instead spitefully forcing the class to turn to their homework in order to sublimate his anger, as he has done many times throughout the series.

It's definitely not funny now that I explained it, but now you know.
