Warm up your body with 5 minutes of cardio and then stretch as part of your warm up. Workout and then cool down with a short walk while performing some ballistic stretches. Do some more static stretches at night and/or the following morning.

Almost no point in stretching if your body is not warmed up.

Received this advice from my coach and a fitness trainer a few years ago

Stretching is chump garbage for chumps and is only good for making you more flexible. Stretch if you need to get your ankles behind your ears for your boyfriend and otherwise skip it.

But what Thor said is true - work through the soreness if it's cardio, rest if it's weights.
