If you're building your own you may want to go AMD over Intel. I recently got an an AMD with a built in APU at Microcenter for <$100. I use it to emulate console/MAME, and it's been working wonderfully.

If all you care about is Diablo/Starcraft 2, you can probably buy a new toaster oven and get shit handled.

buy used off CL and you can. I spent 300$ on a rig for a family member and it runs everything he listed max settings never under 60 fps(60hz monitor)
