I've never had a need for furnished apartments I always had my own stuff. My last apartment had water included sort of. I would pay half the water bill and the apartment management would pay the other half. I never particularly abused that I don't think.

Furnished. No. Abuse utilities when provided. No. Keeping the window open with my ac running isn't doing either one of us any good.
