Yes, but as someone who has an internet, I went and checked out the situation. Apparently he's got a history of trying to pull this creeper shit where he intrusively asks creepy questions about a woman's panties, which isn't actually illegal of course, but he's also peeked in changing rooms and has a conviction for filming in a bikini changing room in a surf shop.
