Is there any reason why I cant access my character files on single player? I'm trying to save some old toons I've had saved from the past into the folder, but for some reason it's showing as a blank folder.

C:\Users\WINDOWS USERNAME\Saved Games\Diablo II

Should be the new save location with 1.14

Try searching *.d2s files.
