It’s impossible to have those stats together, they can’t spawn on the same item (+3 Summoning Skills and +3 Raise Skeleton).
+Raise Skeleton is a T1 staffmod, while +3 Summoning Skills is T5 or T6 (iirc).
Skills that spawn on an item must stay within a 4-tier range. Because of this restriction, you cannot have Raise Skeleton and Summoning Skills on the same magic (blue) item.
For example, you’ll never see a white Necromancer wand with +Bone Spear and +3 Bone Spirit (T5/T6) together with Amplify Damage (T1) or Teeth (T1). That combination is simply impossible.
If you want Teeth or Amp on a wand with Bone Spear, you’d need to choose a third skill that stays within the 4-tier range, such as Clay Golem or Golem Mastery. Bone Spirit is not possible in that case.
The only way to have Raise Skeleton together with a high-tier affix (like +Summoning Skills or +Necromancer Skills) is to trick the game by rerolling a high-qlvl base item using a formula that reduces the item level (ilvl).
This allows the item’s qlvl to roll high-tier affixes, while the reduced ilvl gives access to lower-tier staffmods.
The item you’re looking for is impossible to drop naturally.
It is impossible in magic form, since rerolling a magic item with pgems does not change qlvl or ilvl.
Only rare items have access to a formula that modifies ilvl.
That item would have to be artificially created, not found.
