Torches were originally released when the pandemonium event was added in v1.11 patch. When they were originally released they had a 25% chance to cast lvl10 firestorm.
When v1.13 patch came around, one of the changes was to the hellfire torch large charm which changed it from 25% chance to 5% chance to cast lvl10 firestorm.
Any torch that was found between v1.11 and v1.13 will have a 25% chance to cast lvl10 firestorm. Later A's
