With these specs would I reach 20-40 fps?

8500 Gt
1 gb ram
Amd Athlon 64 Processors 3800+ 2.41 Ghz

Would I be able to get 20-40 fps constantly besides laggy areas?

you should have 2 gigs at least to play AoC.

1 gig minimum with xp 2gig with vista, so you probably won't even get 20 fps.
