That is true, it is usually said when someone else does something selfish. The comment about him is "Semper I, Fuck the other guy" because that's exactly what the Marine did.

Semper Fi(Fidelis) on the other hand is Latin for "Always Faithful", the current Marine Corps motto which replaced "By land, By sea" back in 1838.
