Your Intelligence gear isn't too bad (maybe get a better weapon), and that charm isn't bad at all, but you definitely need level 30 (or 35) one.
I'd say just get a new one every 10 levels. (20-30-40-50).
If you see one for sale I can pay for it if it isn't TOO expensive.
