Depends from country to country.
In Canada you can have an account at like 8 or something as long as your parents/guardians co-sign or are holding the account in your name.
To have an individual account - with no guardian permission/etc. - you need to be ~18 in Canada.
I believe its about the same (~16) in the USA.
To have a credit card under you name typically you need to have some credit or at least 18 years of age.
