If you don't understand which tier is which, you should take a look at the item mechanics guide or take what you can from my explanation..
Level 0 Requirement Equipment is the most confusing as it is the only level gap with 3 tiers.
Axes/Swords/Daggers: Rusted, Copper, Bronze
Clubs/Staffs: Splintered, Pine, Elm
Weapons are probably the most important to understand, as it will help you find better starting weapons. You always want to look for bronze because it does 50% more damage then tier 2(copper), and 200% more damage than tier 1(rusted). Which means a bronze weapon does AS MUCH damage as a copper weapon with 50ee and rusted weapon with 200ee.
After the level 0 equipment, every 5 levels up until 55 is a new tier. Each type of armor has 2 different grades of their own, but don't confuse them with different tiers, they are just different grades of armor. Level 0 Medium armor is the most confusing because the 2 types of armor have different prefixes for each grade and tier.
Robes: Tattered, Cotton, Woolen(Plain Robe/Padded Robe)
Leather: Patched, Rawhide, Tanned(Leather) ALSO Cracked, Steel Leaf, Bone(Scale)
Heavy Armor: Rusted, Copper, Bronze(Chain Mail/Plate Mail)
Charms is obviously I, II, III
Level 5 is tier 4 because it's the upgrade after 3, Level 10 is tier 5, etc
Although at level 5 and up, you can just compare the level requirements to determine if items are the same tier.
