False. If you're poor, you can do the following for free fg:

¤Fish
¤Glyph (requires some luck and/or profit trading)
¤Transmute
¤buy low & sell high @ marketplace


and you can ofcourse borrow gear from friends and guildies etc.

fishing is the only useful thing there really. theres no reason to even bother transmuting. glyphing could b useful aswell but takes to long and buying low and sell high usually only works if u have a bit of fg to spend and it requires very good knowledge and luck aswell
