As Jamal said you have to get out of the recruit rank before you will be able to borrow items and there are also rules that go with borrowing items.
But really these items are here to help you when you need it not get you from 1-71 every climb and theres really no telling how long it will take me to get unlocked, could be a month could be a year+ who knows.
Best bet is just to use the gear you have and try to catch a cata game, If your gear isnt that great or is only decent then doing catas will be much faster then solo.
Good luck slashing and hopefully by the time im unlocked youll be out of the recruit rank and youll be able to use these items to help you out a little bit when i get back and who knows maybe by then youll have a Sammy or Pally by then!
