The character that had NOT done an Master Quest... and the reasoning is simple, they will encounter MORE waves compared to one that has completed Master Quest.
It is not 50% less at all... it is actually more.

Example.

You gain 1-10 prof points PER wave.
Non MQ character only comes across 1-2 maximum monsters PER WAVE [ONLY 1 Evil Presense in a wave]
MQ'd character comes across 1-3 maximum monsters PER WAVE [including Evil Presences]

You are on the right track... so the next question is: "What is the maximum Prof Points can you gain from level 1 to 71?"

well i made a few test in base actions no per wave or mob killed, 10 actions on a non mq char is 0.06 i guess or 0.05 and 10 actions with a char with mqs is 0.03 or 0.02

about the other question i dont think i can not answer cuz i dont use only my weapon or my charm, always is a mix :P, even with warlock i use the staff for melee atacks

I am talking about MAXIMUM prof point gain, whether it is on one or more item ranks... so you can have Melee + Heal, or Cast + Heal etc... just note... starting with a rank of 0 in either.
