am i correct in thinking that, say im lvl 60 and i try adn well a lvl 55 item, i will get a lvl 55 item back with magical stats?

what is the best way to well adn what is the best lvl to well at

i owuld say try caster Monk, see how it goes, if u dont like it sell clubs
