Found this while soloing:

Magical ice III, Spell Damage: 27 to 32, +57% Enhanced Effect

Highest EE while soloing for me so far is a lvl 10-15 sword with 39 ee. Hopefully I will be able to get a few more levels on my days off this week. (Wed+Thur)
