The proper answer is:
Yes, you must be a certain level.
The level of the monster you are encountering is "higher" than the level of your "Rank", thus your character level is also higher than that Rank.
This does not pertain to "Welling" monsters.
Example:
Rank5 sword
Level4 Character welling a TierI or TierII item
The monster level
seems higher than 5, but you do not gain any proficiency points.
Arena is deemed the fastest to obtain Proficiency points to gain ranks.
Welling can also do this under certain circumstances.
(this is
just what I heard)... if a person reaches Rank69, they can only gain proficiency points in Catacombs lvl70 upwards
