You need to upgrade your armor and weapon to have more intelligence. Intelligence is the most important stat because it has a large effect on the damage you can do. You're using a weak charm with very little intelligence, which is why you are having trouble. If you want to look through the marketplace you can find some stuff that has more intelligence on it. It's not always cheap of course, but it's up to you whether or not to buy it.

The charm needs more EE, but if you get some more intelligence on the weapon and armor you might be able to make it to 35.
