I just tried a few magic tier 3's and they are a LOT easier than before, but still not anywhere near a guarantee. i'll take ANY magic tier 3 item, if it has perfect stats i will do my best to get it back to you but no promises, so keep the GG ones for now.

Nope, you gain prof as long as you are fighting monsters above your current prof level.

Say you have level 3 in sword, you need to be fighting level 4+ monsters to gain proficiency. You also gain it faster in Arena than you do in Catacombs, although now casters seem to do ok in catacombs casting/healing.
