I don't think that's true. All I've read indicates that it's effectiveness has been reduced a bit but not a ton and I've also read that it may be a glitch that could be fixed.

Well considering njag isn't saying 'hmm that's odd, i'll fix that asap', i'd say it's intentional.

Either way, it's not gone, it just seems to be a bit less effective. I don't know, I haven't messed with life steal myself.
