In order to get some of our guild members who aren't active slashers to start slashing, I propose we start saving decent low level gears we find to give to them.

so I guess it is just random, regardless of prof.

oh, and for confirmation, I muted an arcane tier 1 the other day, pretty sure it came out rare or someshit.
